How well any ad campaign performs depends on things no recipe can control: your budget, how crowded and expensive your industry's auctions are, the products you sell and what you charge for them, how well your website actually converts visitors, the quality of your customer support, your reviews and reputation, your creative, and plain timing. A perfect recipe on top of a weak offer or a broken website will still lose money — ads amplify what's already there, good or bad.

The budgets shown are suggestions only — yours could and should vary with your available funds and your goals. Follow this recipe with caution: make sure every step lines up with your budget and your business, and edit where necessary. We explain why each step exists, but nothing here is one-size-fits-all. Before you spend a dollar, be blunt with yourself about the list above — get your house in order, then use the recipe to learn and test. That's what it's for.

Check the rules that govern your industry before you run anything. Plenty of businesses carry advertising obligations that have nothing to do with the ad platforms: licensing boards, professional advertising standards, rules about what you may claim and how you must substantiate it, age restrictions, and consent laws covering email, texting, and calling. Those rules are yours to know, they vary by state and country, and they override any step in this recipe.

If you work in a licensed or regulated field — health and medical, legal, financial and lending, insurance, real estate, alcohol, firearms, cannabis, childcare, education, anything with a board or a license behind it — confirm what applies to you before you spend a dollar, and ask your attorney or your licensing body if you are not certain. This recipe uses Google Search exclusively. The sequence is: install conversion tracking before spending a dollar, run phrase/exact match campaigns on lower-competition long-tail terms to seed your account with real data, then graduate to Smart Bidding once you have 30–50 conversions logged. Mortgage is one of the most expensive paid-search verticals on earth — $20–$60 CPCs are normal in competitive markets — so disciplined keyword selection and honest tracking are the only things standing between you and wasted budget.

This is for independent mortgage brokers and small shops with a modest budget, no prior Google Ads history, and a website that can actually capture a lead (form, phone number, or both). If your site has no clear call to action, fix that before launching ads — the recipe cannot convert traffic your landing page loses. You must also be licensed in every state you advertise in; verify your state’s mortgage broker advertising rules and any required disclosures before any ad goes live.

Foundation: Tracking, Compliance, and Landing Page Audit

The technical setup

Google Tag Setup: Install Google Tag (gtag.js) site-wide via Google Tag Manager. Create two conversion actions in Google Ads: (1) Lead Form Submit — trigger on the thank-you page URL, category = Submit lead form, value = your average closed-loan commission or a placeholder like $500, count = Every. (2) Phone Call from Ads — use Google's forwarding number, count as a conversion at 60 seconds minimum. Mark both as Primary conversions. Import neither from Analytics until Search conversions are stable — GA4 and Google Ads attribution models disagree and will confuse optimization.

Compliance note: Mortgage advertising is regulated at the federal level (RESPA, Reg Z, CFPB guidance) and by individual state mortgage licensing boards. Verify your state's required disclosures, rate-quote rules, and NMLS license number display requirements before any ad or landing page goes live. This recipe describes ad setup only — it cannot tell you what disclosures your jurisdiction requires.

Landing page checklist: One clear headline matching the ad's promise, your NMLS number visible, a short form (name, phone, loan purpose), click-to-call button above the fold, load time under 3 seconds. Google's Quality Score will punish slow or mismatched pages with higher CPCs.

Before spending a cent: wire up conversion tracking so Google knows when a real lead arrives, make sure your landing page would actually convert a skeptical stranger, and confirm your ads will meet mortgage advertising rules in your state. New to "funnel" talk? What top, middle, and bottom mean

Think of every person who could ever buy from you as water moving through a funnel. Top of funnel is strangers — people who've never heard of the business. Campaigns here buy attention and first visits, not sales, so expect cheap clicks and few purchases. Middle of funnel is people who've shown interest — they visited, engaged, or are comparing options. Campaigns here re-engage and build the case. Bottom of funnel is people ready to buy right now — searching for exactly what you sell or abandoning a cart. Campaigns here convert; the clicks cost the most because the intent is worth the most. Full funnel means automated campaigns that work every stage at once. One thing that surprises people: recipes usually start at the bottom — capture the demand that already exists before spending money creating new demand at the top.

Seed Campaign: Long-Tail Phrase & Exact Match Search

The technical setup

Start here, not with broad match or broad loan terms. Generic terms like "mortgage" or "home loan" carry $30–$60+ CPCs in most metros and go to Rocket, LoanDepot, and big banks. Long-tail terms are cheaper, carry clearer intent, and give you conversion data you can actually afford to collect.

Google Financial Services policy: Mortgage advertising falls under Google's Financial Products and Services policy. In the US you do not need a separate certification for mortgage ads, but you must comply with applicable laws and may not make misleading rate claims. Enable the campaign and monitor for policy flags.

Set location targeting to your actual service area (city, county, or state — not "United States"). Set bid strategy to Maximize Clicks with a Max CPC cap of $18–$25 to prevent runaway spend while data accumulates. Switch to Target CPA only after 30+ conversions. Use Phrase and Exact match only — no broad match until you have strong negative lists built from real search term reports.

Targets people actively searching for a mortgage or broker right now — the highest-intent moment in the funnel.

  1. Go to Google Ads → New Campaign → Leads → Search.
  2. Name it 'Search — Long-Tail Mortgage [Your City]'. Uncheck Search Network partners and Display Network expansion.
  3. Set location to your actual service area. Set language to English. Set start/end dates (no end date).
  4. Bid strategy: Maximize Clicks. Check 'Set a maximum CPC bid limit' and enter $20 (adjust down if your daily budget runs out before noon on day one).
  5. Daily budget: $40–$60. This is your only campaign for now — do not split budget further.
  6. Create one Ad Group: 'Purchase — FHA/Conventional'. Add the keyword list below using phrase and exact match only. Do NOT add broad match terms.
  7. Negative keywords: add the starter list below at the campaign level before launch.
  8. Write 3 Responsive Search Ads per ad group: headline 1 = loan type + city (e.g. 'FHA Loans in Austin'), headline 2 = a clear differentiator (e.g. 'Compare 20+ Lenders — No Upfront Fees'), headline 3 = CTA ('Get Your Rate in 60 Seconds'). Description 1: include your NMLS number if your state requires it in ads. Pin nothing — let Google test combinations.
  9. Add all ad extensions: call extension (your direct line), location extension (link your Business Profile), callout extensions ('Local Broker', 'No Lender Fees', 'FHA & VA Approved'), sitelinks to your purchase, refinance, and about pages.
  10. After 7–10 days, open the Search Terms report and add irrelevant queries as exact or phrase negatives. Do this weekly.

Refinance Ad Group: Separate Intent, Same Campaign

The technical setup

Add a second ad group inside the same campaign targeting refinance-specific intent. Do not mix purchase and refinance keywords in the same ad group — their value propositions are completely different (rate reduction vs. new purchase), and mixing them forces you to write generic ads that convert poorly.

Create ad group 'Refinance — Rate & Cash-Out'. Write RSAs specific to refinancing: highlight rate reduction, cash-out equity, or shorter term. If you're advertising specific rates, confirm your state's rate disclosure rules — Reg Z requires certain disclosures when a rate is quoted in an ad.

Keep the same Max CPC cap and monitor this ad group's search terms separately. Refinance searches tend to be more competitive in rate-spike markets; pause if CPCs exceed your CPA threshold.

BOTTOM OF FUNNEL

Captures high-intent refinance searches — people who already have a mortgage and are actively comparing options to replace it.

  1. Inside the same campaign from Phase 2, click 'New Ad Group'.
  2. Name it 'Refinance — Rate & Cash-Out'. Set default max CPC to $18.
  3. Add refinance-specific keywords in phrase and exact match only: "refinance mortgage [city]", [mortgage refinance near me], "cash out refinance broker [city]", [refinance home loan near me], "lower my mortgage rate [city]", [best refinance rates [city]], "refinance broker near me", [VA loan refinance broker].
  4. Add campaign-level negatives if not already present: 'refinance calculator', 'refinance definition', 'refinance scam'.
  5. Write 3 RSAs with refinance-specific messaging: lead with rate savings (e.g. 'Lower Your Rate — See If You Qualify'), mention loan types (conventional, FHA streamline, VA IRRRL) if applicable, include NMLS number per your state's requirements.
  6. After 2 weeks, compare CPA and conversion rate between purchase and refinance ad groups — pause the weaker one if budget is tight.

Refinance shoppers are looking for something completely different from purchase shoppers — they already own a home and want a better deal. Splitting them into their own ad group means your ads can speak directly to their situation instead of using one-size-fits-all copy that resonates with nobody.

Smart Bidding Graduation: Target CPA

The technical setup

Once both ad groups together have accumulated 30–50 conversions (tracked, not estimated — check the Conversions column, not 'All conversions'), switch bid strategy from Maximize Clicks to Target CPA. Set your initial Target CPA at 20–30% above your actual average CPA to give the algorithm room to operate without immediately throttling impressions.

Do not switch earlier. Google's documentation says Target CPA needs a minimum of 30 conversions in the past 30 days to be reliable — in practice, 50 gives it more stability. At $40–$60/day with $15–$25 CPCs, this takes 6–10 weeks. That's honest. There is no shortcut.

Watch the 'Learning' status badge after switching — expect 1–2 weeks of volatility. Do not change bids, budgets, or keywords during the learning period. After the learning period, review impression share and lost IS (rank) — if you're losing significant impression share to rank, incrementally raise your Target CPA or budget, not both at once.

Retargeting note: At $40–$60/day, your site traffic will be too thin for a standalone remarketing campaign — audience pools will be under 100 users and Google will refuse to serve. Once your site reaches 1,000+ monthly visitors, add a remarketing layer via a separate Display or Search remarketing campaign with a $10–$15/day budget.

After 6–10 weeks of data collection, you flip the switch from manual bidding to Google's automated system. This is where the account stops being a data-collection exercise and starts actually optimizing for leads. The tradeoff: you give up granular control, and the algorithm goes through a learning wobble. Don't panic and start changing things — that resets the learning period.

Measurement Discipline and Monthly Hygiene

The technical setup

Weekly tasks (15 min): Search Terms report → add new negatives. Auction Insights report → note which competitors are appearing more frequently (signals of budget or bid changes in the market). Check phone call conversion recordings if your call tracking allows it — are calls actually leads or wrong numbers?

Monthly tasks: Review Impression Share by campaign. Check Quality Score per keyword — anything below 5/10 needs a landing page or ad copy review. Pull a geographic report and pause zip codes with zero conversions after 60 days of spend. Compare your actual CPA to your loan commission economics: if a closed loan is worth $3,000–$5,000 in commission, a $200–$400 CPA is defensible; if you're closing 1 in 10 leads, your lead CPA needs to be under $400–$500 to break even. Google Ads cannot fix a sales conversion problem.

What this recipe cannot control: Your close rate, your rate competitiveness versus big lenders, your response time to leads (speed-to-lead is the single biggest variable in mortgage conversion rates), and whether your reviews on Google Business Profile make a stranger trust you. All of those factors will outweigh campaign optimization at small budgets.
