How well any ad campaign performs depends on things no recipe can control: your budget, how crowded and expensive your industry's auctions are, the products you sell and what you charge for them, how well your website actually converts visitors, the quality of your customer support, your reviews and reputation, your creative, and plain timing. A perfect recipe on top of a weak offer or a broken website will still lose money — ads amplify what's already there, good or bad.
The budgets shown are suggestions only — yours could and should vary with your available funds and your goals. Follow this recipe with caution: make sure every step lines up with your budget and your business, and edit where necessary. We explain why each step exists, but nothing here is one-size-fits-all. Before you spend a dollar, be blunt with yourself about the list above — get your house in order, then use the recipe to learn and test. That's what it's for.
Check the rules that govern your industry before you run anything. Plenty of businesses carry advertising obligations that have nothing to do with the ad platforms: licensing boards, professional advertising standards, rules about what you may claim and how you must substantiate it, age restrictions, and consent laws covering email, texting, and calling. Those rules are yours to know, they vary by state and country, and they override any step in this recipe.

This recipe uses TikTok as the single platform, building in three stages: pixel and lead-gen foundation first, then a low-budget In-Feed video campaign to seed real signal, and finally a broader Lead Generation campaign once the algorithm has data to work with. TikTok is chosen here not by reflex but because vehicle content — lot walkarounds, delivery reactions, before/after detailing, “here’s what $30k gets you in [city]” — performs organically on TikTok at a scale no other platform matches right now, and the platform’s Lead Generation ad unit captures name, phone, and vehicle interest without sending buyers off-platform.
This recipe is for franchise and independent dealerships running modest budgets with little or no prior paid-ad history. The core problem: car shoppers don’t search for dealerships the way they search for plumbers — they browse, compare, and get influenced visually over days or weeks. TikTok meets them in that discovery window with content that looks native, not like a banner ad, which lowers cost-per-lead meaningfully compared to search at this budget level.

Pixel, Lead Form, and Compliance Foundation
Install the TikTok Pixel via TikTok Ads Manager → Assets → Event → Web Events. Use the manual code method or the TikTok pixel helper Chrome extension to verify it fires on your homepage, inventory pages, and any thank-you/confirmation page. Set up the following standard events in priority order: ViewContent (inventory detail page), SubmitForm (any existing contact or trade-in form), and CompletePayment if you have an online deposit flow. If your site is on a major CMS (Dealer.com, DealerSocket, etc.), TikTok has partner integrations — use those over manual pixel where available to reduce tag conflicts.
Next, build your Instant Form inside TikTok Ads Manager → Assets → Lead Generation → Create Form. Keep it to 3–4 fields maximum: Name, Phone Number, Email, and one custom question such as "Which vehicle are you interested in?" with a dropdown of your top 3–5 models. Fewer fields = more completions. Write a clear privacy disclaimer in the form footer; TikTok requires it and auto-populates a basic one you can customize.
Compliance note: Auto dealerships are subject to FTC regulations on advertising claims (price, financing terms, and availability must be accurate and not misleading), state dealer licensing rules that govern what can be stated in ads, and TCPA/state consent laws that govern how you follow up on phone leads captured through forms. Verify your specific obligations with a compliance advisor before running ads — rules vary by state and violation penalties are significant. Dealerships offering financing are also subject to Regulation Z (Truth in Lending Act) disclosure requirements if finance terms appear in ads.
Before spending a dollar on ads, you need the TikTok Pixel on your website so the platform can learn who visits your inventory pages, and you need a Lead Form built inside TikTok so buyers can raise their hand without ever leaving the app. This phase also covers the legal reality: car ads have real rules around price claims, financing disclosures, and how you can contact people who fill out forms. Get advice specific to your state before launching.
Creative Production — What to Film and How
TikTok's algorithm rewards content that looks native, not produced. For a dealership, that means vertical video shot on a phone, not a professional camera. Produce at least 3–4 distinct creative angles before launching any paid campaign:
- Lot walkaround: 30–45 seconds, walk around a specific vehicle, name the price early ("This 2024 [Model] is sitting at $28,500"), point out 3 features buyers care about.
- "What your budget gets you": "Here's what $400/month gets you at [Dealership] in [City]" — this hooks budget-conscious buyers immediately.
- Delivery/reaction video: Customer taking delivery with their permission. Authentic emotion. No script.
- Inventory urgency: "We only have 2 of these left" — works best when true; don't fabricate scarcity.
Hook rule: the first 2–3 seconds must visually or verbally stop the scroll. Open on the car moving, open on a price, open on a question. Never open on a logo or dealership name. Add captions to every video — TikTok's auto-caption tool is under the edit screen. Videos without captions underperform significantly.
Important: any finance terms, pricing, or APR claims shown in videos must comply with FTC and Regulation Z requirements. If you show a monthly payment, you typically must disclose the full terms. Have your compliance contact review any ad that includes price or finance figures before it goes live.

TikTok rewards videos that look like TikTok, not TV commercials. Film walkarounds on your phone, put the price on screen in the first two seconds, and show real customers if you can. Make 3–4 different video styles before you spend anything — you won't know which one works until you test them. Skip the logo intro; nobody watches those.
New to "funnel" talk? What top, middle, and bottom mean
Think of every person who could ever buy from you as water moving through a funnel. Top of funnel is strangers — people who've never heard of the business. Campaigns here buy attention and first visits, not sales, so expect cheap clicks and few purchases. Middle of funnel is people who've shown interest — they visited, engaged, or are comparing options. Campaigns here re-engage and build the case. Bottom of funnel is people ready to buy right now — searching for exactly what you sell or abandoning a cart. Campaigns here convert; the clicks cost the most because the intent is worth the most. Full funnel means automated campaigns that work every stage at once. One thing that surprises people: recipes usually start at the bottom — capture the demand that already exists before spending money creating new demand at the top.
Signal-Seeding Video Views Campaign
This campaign's only job is to find out which creative angles TikTok's algorithm can deliver cheaply and which ones viewers actually watch. Don't optimize for leads yet — the pixel has no data and Lead Gen CPMs are higher. Burn a small budget here to teach the algorithm and your own team what works.
Go to TikTok Ads Manager → Campaigns → Create → Video Views objective. Set optimization goal to 6-Second Video Views (not 2-second — 6-second viewers are meaningfully more engaged and cost only marginally more). Budget: $15/day at the campaign level. Create one Ad Group per creative angle (walkaround, budget-gets-you, delivery). This is important: one creative concept per ad group so TikTok's reporting tells you which angle wins, not which ad group had luck. Inside each Ad Group, run 2 video variations testing different hooks for the same concept.

This campaign sits at the top of the funnel — its job is awareness and signal collection, not conversion; it introduces the dealership to in-market buyers in the discovery phase and teaches the pixel who engages with vehicle content.
- Go to TikTok Ads Manager → Campaigns → Create Campaign.
- Select objective: Video Views. Click Continue.
- Name the campaign something identifiable, e.g. 'Dealership — Creative Seeding — [Month]'. Set Campaign Budget Optimization OFF so each ad group gets its own fixed daily budget.
- Create Ad Group 1 — name it after the first creative angle, e.g. 'Walkaround — [Model]'. Set Placement to TikTok only (deselect Pangle and other audience networks — they waste budget on low-quality placements at this stage).
- Targeting: Location set to your DMA or a radius around your dealership (use the radius tool, typically 20–40 miles depending on your market). Age: 25–54. Gender: All. Interests and Behaviors: leave broad OR add Automotive interest category — test broad first, since TikTok's algorithm at this budget needs room to find buyers.
- Optimization goal: 6-Second Video Views. Bid strategy: Lowest Cost (no manual bid cap — let the algorithm find volume).
- Daily budget for this Ad Group: $5–$7. Set a start date; no end date yet.
- Upload your 2 hook variations for this creative angle as separate ads within the Ad Group. Add captions using TikTok's auto-caption tool. Write a simple ad text line (125 characters max) that restates the hook in text.
- Repeat Ad Group creation for each additional creative angle (2–3 more ad groups). Keep total campaign spend at $15/day by adjusting per-ad-group budgets.
- After 7 days, check 6-second view rate and average watch time per ad group. Pause any ad group with under 15% 6-second view rate. Carry winning angles into the Lead Gen phase.
This is your learning budget. You're spending a small amount per day not to get leads yet, but to figure out which of your videos TikTok can actually distribute cheaply and which ones people watch past the first few seconds. Think of it as paying for data, not results. Run each video concept in its own group so you know what's working.
Lead Generation Campaign
Once you've identified 1–2 creative angles with strong 6-second view rates (aim for 20%+), launch a Lead Generation campaign using those winning videos. This is where the budget weight shifts and where actual form submissions begin. TikTok's Lead Gen ad unit keeps buyers in-app — no landing page bounce — which typically produces lower cost-per-lead than sending traffic to a dealership website at this budget level.
Special Ad Category note: TikTok does not currently have a formal "Special Ad Category" system equivalent to Meta's, but dealerships advertising financing offers must still ensure ad content and targeting comply with fair lending laws and FTC rules. Do not use targeting parameters that would functionally exclude protected classes from seeing financing-related ads. When in doubt, run broad geographic + age targeting rather than income or demographic layering.
Build on your winning creative: take the top-performing video from the Views campaign and create a new version with a stronger direct call-to-action at the 15-second mark — "Tap below to see if this fits your budget" or "Drop your info and we'll hold it for 24 hours." The CTA must match what the lead form delivers.

Lead Generation campaigns on TikTok span the funnel — they reach new audiences at the top but are optimized for bottom-funnel action (form submission), making them effectively full-funnel at this budget level.
- Go to TikTok Ads Manager → Campaigns → Create Campaign.
- Select objective: Lead Generation. Click Continue.
- Name the campaign 'Dealership — Lead Gen — [Month]'. Enable Campaign Budget Optimization if running more than 2 ad groups; otherwise set budget at the ad group level.
- Create one Ad Group. Placement: TikTok only. Targeting: same geographic radius as the Views campaign. Age: 25–54. Interests: Automotive (add 'Auto Purchase Intent' behavioral if available in your market — availability varies by country).
- Optimization goal: Leads. Bid strategy: Lowest Cost to start. Daily budget: $25–$65/day depending on your total budget allocation.
- Under the Ad Group, create your ads. For each ad, select your pre-built Instant Form from Assets → Lead Generation Forms. Choose the form you built in the foundation phase.
- Upload your winning video creative(s) from the Views campaign. Write ad text that includes a clear offer or hook, e.g. '2024 [Model] — see what fits your budget. Takes 30 seconds.' Keep text under 125 characters.
- Set a start date. Do not set a hard end date — let it run and review weekly.
- After the first 7 days, check Cost Per Lead in the dashboard. If CPL is more than 3× your acceptable threshold and you have under 10 leads, do not panic and do not restructure — the algorithm is still learning. Make one change at a time maximum.
- At 20–30 leads, export the lead list from Ads Manager → Tools → Lead Center (or connect a CRM via TikTok's CRM integrations — HubSpot, Salesforce, and others are supported). Speed-to-lead matters: aim to call every lead within 5 minutes of submission.
Now you're fishing for real leads. You take the videos that proved themselves in the seeding campaign and point them at a lead form inside TikTok — buyers tap a button, fill in their name and phone, and you get a notification. No website required, no landing page to load slowly on a phone. The cost per lead will vary a lot based on your market, your offer, and how good your video hook is — the recipe can't promise a number, but a well-run campaign in a mid-size market typically sees leads in the $15–$50 range.
Measurement, Lead Follow-Up, and What to Unlock Next
What to measure in Ads Manager: Hook Rate (impressions → 3-second views, shown as Video Views metric), 6-Second View Rate, Cost Per Lead (CPL), and Lead Volume per week. Check these weekly, not daily — daily variance is high and causes premature panic-changes that reset the learning phase.
CRM and lead speed: TikTok leads go cold faster than Google leads because the buyer was in a passive browsing mindset, not an active search mindset. A 5-minute callback window converts dramatically better than a same-day callback. If your team can't call within 5 minutes during business hours, set up an automated SMS via your CRM to acknowledge the lead instantly and set a callback expectation.
What to unlock next:
- Spark Ads — once you have organic TikTok posts with 500+ organic views, boost the best-performing one as a Spark Ad with the Lead Gen objective attached. This is more credible than a pure dark post and often cheaper.
- Retargeting — TikTok's Video Interaction custom audiences (people who watched 75%+ of your videos) become usable once you've accumulated a few thousand video views. At that point, create a separate small-budget retargeting ad group within the Lead Gen campaign targeting that custom audience with a stronger offer ("We haven't heard from you — here's $500 off this week"). Don't attempt this until you hit that volume threshold; below it the audience is too small to deliver.
- Lookalike Audiences — once you have 100+ lead form submissions, build a Lead Lookalike from that list in Assets → Audiences. This typically cuts CPL by 20–40% versus interest targeting alone, but needs the seed data first.

Check your numbers weekly, not every day. The two things that matter most: how much each lead costs you, and how fast your team is calling them back. The recipe gets you leads — your follow-up process determines whether they become appointments. Once you've built up enough video views and lead data, you can unlock retargeting and lookalike audiences, but don't try to do those things on day one with a small budget — you'll just fragment spend across audiences too small to work.
