Check the rules that govern your industry before you run anything. Plenty of businesses carry advertising obligations that have nothing to do with the ad platforms: licensing boards, professional advertising standards, rules about what you may claim and how you must substantiate it, age restrictions, and consent laws covering email, texting, and calling. Those rules are yours to know, they vary by state and country, and they override any step in this recipe.

TikTok is the right single platform here because food delivery is an impulse, discovery-driven category — the “what should I eat tonight?” decision — and TikTok’s short-video feed triggers that impulse more reliably than search or a static image feed right now.

This is for a local or regional food delivery brand (or a restaurant using a white-label delivery offer) with a modest daily budget, no existing pixel data, and no retargeting audiences yet. The core problem is that nobody is actively searching for your specific delivery brand — you need to interrupt people at the right hunger moment with the right visual, and TikTok’s algorithm is genuinely good at finding those people cheaply in the early stages if you feed it the right creative.

Install the TikTok Pixel via the TikTok Ads Manager → Assets → Events → Web Events → Set Up Web Events → TikTok Pixel. Use the Events API + Pixel (dual setup) if your stack supports it — this matters for iOS signal loss. Fire these standard events in priority order: ViewContent (menu/item page), AddToCart, InitiateCheckout, PlaceAnOrder (your purchase event). Confirm all four fire correctly in the Pixel Helper Chrome extension before spending a dollar. In TikTok Ads Manager set your conversion window to 7-day click, 1-day view as the baseline. Separately: make sure your landing page loads in under 3 seconds on mobile — TikTok traffic is 95%+ mobile and a slow page kills conversion regardless of ad quality.

Check delivery area targeting: TikTok geo-targeting goes down to city/DMA level, not ZIP code. Map your actual delivery radius to the closest DMA(s) or cities available and note any over-spill — you'll pay for impressions outside your delivery zone if you're sloppy here.

Campaigns here re-engage and build the case. Bottom of funnel is people ready to buy right now — searching for exactly what you sell or abandoning a cart. Campaigns here convert; the clicks cost the most because the intent is worth the most. Full funnel means automated campaigns that work every stage at once. One thing that surprises people: recipes usually start at the bottom — capture the demand that already exists before spending money creating new demand at the top.

Cheap Signal Seeding — Video Views Campaign

The technical setup

Goal: buy cheap engagement signals (video views, profile visits, link clicks) so TikTok's pixel starts associating your account with the right behavioral clusters. Budget: $15–$20/day. Run for 2–3 weeks.

Campaign type: Reach & Frequency campaign is ideal if your account is eligible (requires a minimum CPM commitment); if not yet eligible, use a Video Views campaign optimized for 2-second video views — this is the cheapest qualified signal available.

  • Go to Campaign → Create → Awareness → Video Views (or Reach & Frequency if unlocked).
  • Ad Group level → Locations: select your delivery city/DMA(s) only.
  • Age: 18–44 (skew here first; broaden later if CPMs spike).
  • Interests & Behaviors: Food & Beverage → Food Delivery, Restaurants plus Video Interactions: Liked a video about Food. Keep the audience above 500K — don't over-narrow.
  • Placements: TikTok only (deselect Pangle and Global App Bundle).
  • Bidding: Lowest Cost (let the system optimize; no manual bid cap at this stage).
  • Creative: 3–5 native-feel videos, 9–15 seconds, food-forward. Show the food in the first 2 seconds — no logo intros. Captions on-screen. Use trending audio or original sound.

Honest note: This phase buys data, not orders. You will see very few if any conversions. That's by design — you're paying for the pixel signal that makes later phases cheaper.

Campaign setup TikTok — Video Views campaign

This campaign introduces the brand to strangers in the delivery zone and generates cheap behavioral signals for TikTok's algorithm to learn from — no purchase intent assumed yet.

  1. 1. In TikTok Ads Manager, click Campaign → Create → select Awareness as the advertising objective, then choose Video Views.
  2. 2. Name the campaign 'Signal Seeding — Video Views' and set the campaign budget to $15–$20/day.
  3. 3. At the Ad Group level, set Location to your delivery city or DMA(s) — match your actual delivery zone exactly.
  4. 4. Set Age to 18–44. Leave Gender as All.

Campaign type: Website Conversions campaign optimized for PlaceAnOrder.

  • Campaign → Create → Conversions → Website Conversions.
  • Conversion event: PlaceAnOrder. If TikTok warns you the event volume is too low, optimize for InitiateCheckout instead until volume grows.
  • Ad Group: same geo as Phase 2. Broaden age to 18–54.
  • Targeting: use Broad Audience (no interest targeting) and let the pixel drive — this is counter-intuitive but works better once you have conversion data.
  • Placements: TikTok only.
  • Bidding: Lowest Cost for the first 2 weeks; switch to Cost Cap once you have a stable CPA baseline (set the cap at ~120% of your observed CPA to give the algorithm room).
  • Creative: introduce a clear offer — first order discount, free delivery, combo deal. Test 2–3 video variants with different hooks. Refresh creative every 10–14 days when CTR drops below 0.8%.

Honest note: Your cost per order here is heavily dependent on your offer (discount depth), your checkout flow friction, and your menu pricing relative to competitors. Good ads cannot compensate for a broken checkout or an uncompetitive offer.

Campaign setup TikTok — Website Conversions campaign

This campaign targets people inside the delivery zone and uses accumulated pixel data to find users most likely to complete a food order — direct conversion focus.

  1. 1. In TikTok Ads Manager, click Campaign → Create → select Conversions as the objective, then choose Website Conversions.
  2. 2. Name the campaign 'Conversion Push — Orders' and set the daily budget to $25–$40/day.
  3. 3. At the Ad Group level, set the Conversion Event to PlaceAnOrder. If TikTok shows a low-volume warning, select InitiateCheckout as a temporary proxy event.
  4. 4. Set Location to the same delivery city/DMA(s) as Phase 2. Set Age to 18–54.
  5. 5. Under Targeting, select Broad Audience — do not add interest layers at this stage; let the pixel data guide delivery.
  6. 6. Under Placements, select TikTok only (uncheck Pangle and Global App Bundle).
  7. 7. Set Bidding Strategy to Lowest Cost. After 2 weeks and a stable CPA reading, return here and switch to Cost Cap set at approximately 120% of your observed CPA.

This is TikTok's fully automated campaign type — it controls bidding, audience, placements, and creative combinations. Budget: $40–$80/day (replace Phase 3 spend, don't stack). Allow a 7-day learning period before judging performance.

Campaign type: Smart Performance Campaign (SPC).

  • Campaign → Create → Smart Performance Campaign.
  • Set optimization goal to PlaceAnOrder.
  • Geo: delivery zone city/DMA(s) only — SPC does not override your location setting.
  • Upload your full creative library: 5–10 videos of varied formats (hook variations, testimonials, food close-ups, offer-led). SPC mixes and tests these automatically. More creative variety = better results; this is the main lever you control.
  • Set a Cost Cap equal to your maximum acceptable cost per order from Phase 3 data.
  • Do not add audience restrictions — SPC requires broad signals to work.
  • Review performance weekly, not daily. Add new creative every 2 weeks.

Retargeting unlock: Once your site accumulates 1,000+ visitors per month, you can layer a Custom Audience (website visitors, 14-day window) into a separate ad group within Phase 3 or as a standalone campaign alongside SPC. At sub-1,000 monthly visitors the audience is too thin to spend against efficiently.

Honest note: SPC works best when you have creative volume and offer clarity. If your top-of-funnel creative feels stale, SPC will surface that by plateauing — the fix is always new video, not new settings.

Campaign setup TikTok — Smart Performance Campaign

SPC spans the full funnel automatically — TikTok allocates spend across prospecting and re-engagement based on conversion signal — making it the right tool once sufficient order data exists.

  1. 1. In TikTok Ads Manager, click Campaign → Create → select Smart Performance Campaign from the campaign type options.
  2. 2. Set the Optimization Goal to PlaceAnOrder (your purchase-equivalent event).
  3. 3. Set Location to your delivery city/DMA(s) — confirm this carries over; SPC does not auto-restrict geography.
  4. 4. Upload 5–10 video creatives with varied styles: at least 2 hook variations, 1–2 customer-style testimonials, 2 food close-up/ASMR style, and 1–2 offer-led (discount or free delivery CTA).
  5. 5. Set Bidding to Cost Cap and enter your maximum acceptable cost per order based on Phase 3 observed CPA data.

The technical setup

Track these four numbers weekly, not vanity metrics:

  • Cost Per Order (CPO) — your primary KPI. Compare to your gross margin per order, not revenue.
  • Video View Rate (VVR) at 6 seconds — proxy for creative health. Under 10% means the hook is failing.
  • CTR (Link Click-Through Rate) — benchmark: 0.8–1.5% is healthy for food delivery on TikTok. Below 0.8% is a creative flag.
  • Checkout Abandonment Rate — pull this from your site analytics. If it's above 60%, the ad is not your problem.

Attribution caveat: TikTok uses view-through attribution by default. Cross-reference TikTok-reported conversions against actual orders in your ordering system weekly — TikTok will typically over-report by 20–40% versus last-click. Use the delta to calibrate your CPO expectations, not to panic.
