This is a recipe, not a guarantee. How well any ad campaign performs depends on things no recipe can control: your budget, how crowded and expensive your industry's auctions are, the products you sell and what you charge for them, how well your website actually converts visitors, the quality of your customer support, your reviews and reputation, your creative, and plain timing. A perfect recipe on top of a weak offer or a broken website will still lose money — ads amplify what's already there, good or bad.

The budgets shown are suggestions only — yours could and should vary with your available funds and your goals. Follow this recipe with caution: make sure every step lines up with your budget and your business, and edit where necessary. We explain why each step exists, but nothing here is one-size-fits-all. Before you spend a dollar, be blunt with yourself about the list above — get your house in order, then use the recipe to learn and test. That's what it's for.

Check the rules that govern your industry before you run anything. Plenty of businesses carry advertising obligations that have nothing to do with the ad platforms: licensing boards, professional advertising standards, rules about what you may claim and how you must substantiate it, age restrictions, and consent laws covering email, texting, and calling. Those rules are yours to know, they vary by state and country, and they override any step in this recipe.

If you work in a licensed or regulated field — health and medical, legal, financial and lending, insurance, real estate, alcohol, firearms, cannabis, childcare, education, anything with a board or a license behind it — confirm what applies to you before you spend a dollar, and ask your attorney or your licensing body if you are not certain. This recipe uses Google Ads — specifically Search campaigns first, then Performance Max — because auto buying is overwhelmingly search-driven: people type “used trucks near me” or “Honda Civic lease deals [city]” when they’re ready to act. Search lets you intercept that intent immediately, even with zero pixel history, and gives you the conversion data Performance Max needs to work properly later.

This is for franchised or independent dealerships with a modest daily budget and little to no prior ad account history. The core problem is that most dealers either skip straight to Performance Max (which underperforms without data) or run broad campaigns that eat budget on shoppers three states away. This recipe fixes the sequence.

Tracking Foundation & Compliance Check

The technical setup

Install Google Tag (via Google Tag Manager preferred) on every page. Create the following conversions in Google Ads → Tools → Conversions: Phone call from ads (call length ≥ 60 sec), Lead form submission (thank-you page URL or GTM event), and Direction request / map click (GTM click event on the address/map link). Import Google Analytics 4 goals as a secondary signal only — do not use GA4 as your primary conversion. Set all three as Primary conversions. Verify tags fire in GTM Preview and confirm conversions appear in the Diagnostics tab before spending a dollar.

Enable auto-tagging in Google Ads account settings. Confirm your dealership website loads in under 3 seconds on mobile (use PageSpeed Insights) — slow sites kill Quality Scores and conversion rates regardless of ad quality.

Compliance note: Auto dealerships are subject to FTC advertising rules on pricing claims, financing disclosures (Regulation Z / TILA if APR or payment terms are mentioned), and state dealer advertising standards that vary significantly. Think of every person who could ever buy from you as water moving through a funnel. Top of funnel is strangers — people who've never heard of the business. Campaigns here buy attention and first visits, not sales, so expect cheap clicks and few purchases. Middle of funnel is people who've shown interest — they visited, engaged, or are comparing options. Campaigns here re-engage and build the case. Bottom of funnel is people ready to buy right now — searching for exactly what you sell or abandoning a cart. Campaigns here convert; the clicks cost the most because the intent is worth the most. Full funnel means automated campaigns that work every stage at once. One thing that surprises people: recipes usually start at the bottom — capture the demand that already exists before spending money creating new demand at the top.

Branded & High-Intent Search — Capture Ready Buyers

The technical setup

Create a Search campaign targeting your dealership's local radius (15–25 miles from the lot, or by zip codes if your market is irregular). Use Maximize Clicks bidding to start — switch to Target CPA only after 30+ conversions. Budget: ~$25–$40/day.

Ad groups: (1) Branded — your dealership name and common misspellings; (2) New inventory by make/model (e.g., "new Honda Civic [city]"); (3) Used/pre-owned general; (4) Financing/deals. Write 3 Responsive Search Ads per ad group with at least 8–10 headlines pinned loosely — include price or payment callouts only if they comply with your state's disclosure rules. Add sitelinks (Inventory, Financing, Schedule Test Drive, Directions), callouts (Certified Pre-Owned, Free CarFax, No-Haggle Pricing), and a call extension with your sales line.

Keywords: phrase and exact match only — see keyword list below. Add all negatives from the negative list on day one.

Campaign setup Google — Search campaign

Targets people actively searching for a specific vehicle or dealership by name — the highest-intent, closest-to-purchase audience available.

  1. Go to Google Ads → New Campaign → Leads (or Sales if you track vehicle purchases directly).
  2. Select Search as the campaign type. Name it clearly, e.g., 'Search — High Intent — [City]'.
  3. Set bidding to Maximize Clicks with a max CPC cap of $4–$6 to prevent runaway spend early.
  4. Set daily budget to $25–$40. Set location targeting to a 15–25 mile radius around the dealership; exclude locations outside your service area explicitly.
  5. Set language to English. Under 'More settings,' set ad schedule to your dealership's open hours plus 2 hours on each side.
  6. Create ad groups: Branded, New Inventory, Used/Pre-Owned, Financing & Deals. Add phrase and exact match keywords only (see keyword list) — do not enable broad match.
  7. In each ad group, write 3 Responsive Search Ads. Include at least 8 unique headlines and 3 descriptions. Do not make financing APR claims in headlines unless your landing page carries the required TILA disclosures.
  8. Add extensions: Sitelinks (4 minimum), Callouts (4 minimum), Call extension with sales line, Location extension linked to your Google Business Profile.
  9. Add all negative keywords from the starter list at the campaign level on day one.

Vehicle Listing Ads — Show Inventory in Search Results

The technical setup

Connect your dealership's inventory feed to Google Merchant Center (use a third-party feed provider like Dealer.com, DealerSocket, or a direct XML feed if your DMS supports it). Link Merchant Center to your Google Ads account. Create a Standard Shopping campaign targeting the same geographic radius as your Search campaign. Budget: $10–$20/day to start.

Set bidding to Maximize Clicks initially. Segment ad groups by vehicle type (New vs. Used) so you can control bids separately. Vehicle Listing Ads (VLAs) pull image, price, make, model, and mileage directly from your feed — there's no ad copy to write, so feed quality is everything: ensure photos are high-resolution, prices are current, and VINs are accurate. Google will disapprove listings with mismatched prices between the feed and the landing page.

This phase requires a Merchant Center account approved for vehicles. If your inventory feed isn't ready, skip this phase and revisit it at the 30-day mark.

Intercepts in-market shoppers comparing specific vehicles by showing real inventory with price and photo before they even click — high commercial intent.

  1. In Google Merchant Center, confirm your vehicle inventory feed is approved and syncing (check Diagnostics for feed errors).
  2. In Google Ads, go to New Campaign → Sales → Shopping.
  3. Select your linked Merchant Center account. Name the campaign 'VLA — [City] Inventory'.
  4. Set bidding to Maximize Clicks. Set a daily budget of $10–$20.
  5. Set location targeting to match your Search campaign radius exactly.
  6. Under 'Campaign subtype,' select Standard Shopping (not Smart Shopping — you want control at this stage).
  7. Create two ad groups: 'New Vehicles' and 'Used/Pre-Owned Vehicles.' Use custom labels in your feed to segment them if your feed provider supports it.
  8. Add the same negative keywords from your Search campaign at the campaign level.
  9. Monitor the Search Terms report weekly and add irrelevant queries as negatives.

Only launch this phase after your Search campaign has logged at least 30–50 conversions (phone calls + form fills combined). Without that history, PMax will spend the learning budget inefficiently. Budget: $20–$30/day, separate from Search.

Create a Performance Max campaign. Under Asset Groups, upload: 3–5 exterior/interior vehicle photos, 1–2 short videos (15–30 sec walkaround clips work well; if you have none, Google will auto-generate — review before enabling), 5 headlines, 5 long headlines, 4 descriptions. Include your city name and a specific offer (e.g., "0% APR on Select Models") in at least one headline if compliant with disclosure rules.

Set a Target CPA bid equal to your acceptable cost-per-lead (start at 1.5× your Search campaign's observed CPL). Add audience signals: upload your CRM customer list (minimum 1,000 emails for meaningful signal), add in-market segments for "Autos & Vehicles → New Vehicles" and "Used Vehicles," and add your website visitors once you have 100+ sessions. Do NOT add location exclusions inside PMax — control geography at the campaign level only.

PMax is a black box. You will have limited visibility into where it spends. Check the Insights tab weekly and watch for cannibalization of your branded Search terms — if branded CPCs rise after PMax launch, add your brand name as a campaign-level negative (requires a Google rep or scripts workaround).

FULL FUNNEL
Campaign setup Google — Performance Max

Spans the full funnel — from awareness on YouTube and Display to conversion on Search and Maps — using Google's automation once enough conversion data exists to guide it.

  1. Confirm Search campaign has 30–50 conversions recorded before proceeding.
  2. Go to New Campaign → Leads → Performance Max. Name it 'PMax — [City] — [Month launched]'.
  3. Set bidding to Target CPA. Enter a starting CPA equal to 1.5× the CPL observed in your Search campaign.
  4. Set daily budget to $20–$30. Set location to the same radius as your Search campaign.
  5. Create one Asset Group named 'General Inventory.' Upload 3–5 vehicle images (min 1200×628px), 5 headlines (30 char max), 5 long headlines (90 char max), 4 descriptions (90 char max), and 1–2 videos if available.
  6. Under Audience Signals, add: your CRM customer list (upload as Customer Match), in-market audiences 'New Vehicles' and 'Used Vehicles,' and your website remarketing list.
  7. Under URL expansion, set Final URL to your main inventory or homepage. Enable URL expansion but exclude any URLs you don't want traffic sent to (e.g., careers page).
  8. Do not add demographic exclusions — let PMax optimize. Control only geography.
  9. After 2 weeks, check the Insights tab for top-performing audience and search theme signals. Adjust asset group copy based on what's resonating.
  10. Monitor branded Search campaign CPCs — if they spike after PMax launch, flag for a Google rep conversation about brand exclusions.

Weekly checks (15 min): Search Terms report → add new negatives; Auction Insights → watch if competitors are gaining impression share; Conversions → confirm all three conversion types are still firing. Monthly checks: Cost-per-lead by campaign and ad group; Lead quality audit (call your sales team — are the leads showing up? Are they local? Are they serious?); Pause ad groups with zero conversions after 30 days and $50+ spent.

Key thresholds: If CPL exceeds 2× your target for 14 consecutive days, pause the worst ad group and reallocate budget to what's working. If PMax impression share drops below 50%, increase budget before adjusting CPA targets. Do not change bids or budgets more than once per week — Google's algorithm needs stability to learn.

Retargeting unlock: Once your site reaches 1,000+ monthly sessions, create a separate remarketing list and consider a dedicated Display or YouTube retargeting campaign at $5–$10/day. At budgets below that traffic threshold, retargeting audiences are too thin to matter and will fragment your spend.
