Meta wins here because motorcycle buying is deeply discovery-driven — riders aren’t always Googling “buy Harley near me” today, but they are watching ride videos, liking moto pages, and scrolling Instagram Reels at night, which makes interest and behavior targeting a natural fit for reaching in-market riders before they hit a search bar.
This is for a single-location or small regional dealership with little or no website traffic history, no pixel data, and a modest daily budget. The core problem is cold starts: without past purchase data, automated campaigns make bad guesses. Every phase in this recipe is sequenced to fix that — build the data foundation first so that by the time you spend real money, the algorithm isn’t flying blind.

Tracking Foundation & Compliance Check
Install the Meta Pixel via Events Manager → connect your website (manual install or partner integration). Fire these standard events in priority order: Lead (contact form, call-now tap, financing inquiry), ViewContent (individual inventory pages), InitiateCheckout (if you have online payment/deposit). Use the Meta Pixel Helper Chrome extension to verify events fire correctly on each page type. Campaigns here buy attention and first visits, not sales, so expect cheap clicks and few purchases. Middle of funnel is people who've shown interest — they visited, engaged, or are comparing options. Campaigns here re-engage and build the case. Bottom of funnel is people ready to buy right now — searching for exactly what you sell or abandoning a cart. Campaigns here convert; the clicks cost the most because the intent is worth the most. Full funnel means automated campaigns that work every stage at once. One thing that surprises people: recipes usually start at the bottom — capture the demand that already exists before spending money creating new demand at the top.
Cheap Signal Seeding — Video & Engagement
Goal: accumulate 1,000+ video ThruPlays and 500+ landing-page views at the lowest possible CPM before asking the algorithm to optimize for expensive conversion events. This teaches Meta who actually engages with motorcycle content in your region.
Campaign: Video Views / ThruPlay objective. Budget: $10–$15/day. Run 2–3 short videos (15–30 sec): a walkaround of a hero bike, a 'Saturday morning ride' atmospheric Reel, and a quick inventory showcase. No hard sell — just visually compelling content that earns the watch.
Targeting: Location: your metro + 30–50 mile radius. Age: 21–55. Interests (layer as 'any of'): Motorcycles, Harley-Davidson, Honda motorcycles, motorcycle riding, cruiser motorcycles, adventure motorcycles, MotoGP, motorcycle gear. Placements: Advantage+ Placements (let Meta find cheap impressions), but manually exclude Audience Network if your budget is under $30/day.
Simultaneously run a second small ad set ($5–$8/day) as a Traffic campaign optimized for Landing Page Views pointing to your inventory or current-offer page. This populates your website custom audience for later use.

- Go to Ads Manager → click Create → select Video Views as the campaign objective.
- Name the campaign 'Signal Seeding — Video' and leave Campaign Budget Optimization off; set budget at the ad-set level.
- In the ad set, set Location to your city/metro + 30–50 mile radius, Age 21–55, Gender: All.
- Under Detailed Targeting, add interests: Motorcycles, Harley-Davidson, Honda motorcycles, motorcycle riding, cruiser motorcycles, adventure motorcycles, MotoGP, motorcycle helmet. Set to 'Match any of these.'
- Under Placements, choose Advantage+ Placements, then click Edit Placements and uncheck Audience Network if daily budget is under $30.
- Set ad-set budget to $10–$15/day.

At this budget level, use Meta's native Lead Ads (Instant Forms) rather than sending cold traffic to a website landing page — form completion rates are 2–4× higher because the user never leaves the app, and you're not paying for click-to-site friction.
Campaign: Leads objective, optimized for Leads. Budget: $15–$25/day CBO (Campaign Budget Optimization on). Run two ad sets inside one campaign:
- Ad Set 1 — Warm Audiences: Website visitors (all, 60 days) + Video viewers (50%+ watch, 30 days). This is your retargeting pool folded into the main campaign — do not break it into a separate campaign; the audience is too small at this stage to survive on its own budget.
- Ad Set 2 — Cold Interest: Same interest stack as Phase 2, exclude the warm audience, 30–50 mi radius.
Instant Form setup: Form type = 'Higher Intent' (adds a review step). Fields: name, phone, email, + one custom question ('Which bike are you most interested in?'). Link to your privacy policy. Intro image: your best in-stock bike at a compelling angle.
Creative: Static image or carousel of 3–5 in-stock bikes with real prices (or 'starting at' price). Headline: 'Ready to Ride? [Year] [Model] In Stock Now.' Body: mention financing if available and compliant. CTA: 'Get Info.'
Honest note: Cost per lead on Meta for motorcycle dealerships typically runs $15–$60+ depending on your market, inventory desirability, and offer. A recipe can't fix a weak offer or a dealership with poor reviews — if your Google rating is under 4.0, fix that before scaling ad spend.

- In Ads Manager → Create → select Leads as the campaign objective.
- At the campaign level, toggle Campaign Budget Optimization ON, set budget to $15–$25/day.
- Create Ad Set 1 named 'Warm — Visitors + Video': Under Custom Audiences, add Website Visitors (All, 60 days) and a Video Engagement custom audience (People who watched 50%+, 30 days). Set location to your metro radius.
- Create Ad Set 2 named 'Cold — Interest': Apply same interest targeting as Phase 2. Under Exclusions, add both custom audiences from Ad Set 1 to avoid overlap.
- In Placements, use Advantage+ Placements. No changes needed.
- In the ad creative, select Instant Form as the destination. Click Create New Form.
- Set Form Type to Higher Intent. Add fields: First Name, Last Name, Phone Number, Email, and one custom question: 'Which type of bike interests you? (Cruiser / Sport / Adventure / Other)'. Add your privacy policy URL.
- Upload creative: carousel of 3–5 in-stock bikes with model name and starting price visible. Write headline under 40 characters, primary text under 125 characters for mobile truncation.
- Set CTA button to 'Get Info' or 'Learn More' — avoid 'Sign Up' which underperforms for this intent.
- Connect your leads to your CRM or set up an email/SMS notification via Meta's native integration or Zapier so leads are followed up within 5 minutes — speed-to-contact is where most dealerships lose deals, not the ad itself.
Now you're asking people to raise their hand. Instead of sending them to your website (where most will bounce), Meta's built-in lead forms let them submit their name and phone number without leaving Instagram or Facebook. You're running two audiences inside one campaign: your small-but-warm crowd of past visitors and video watchers, and a fresh cold audience of local riders. The algorithm decides how to split the budget between them. Use real bike photos with real prices — vague 'contact us for pricing' ads underperform badly. Advantage+ — Scale Once Signal Exists
Once your Lead custom conversion has recorded 30–50 leads (typically 6–10 weeks in at the above budget), you have enough data to run Advantage+ App Campaigns — but for dealerships, the better move is Advantage+ Leads Campaign (available in the Leads objective with the Advantage+ toggle). This lets Meta's automation take full control of audience, placement, and creative combinations using your seed data as signal.
Campaign: Leads → Advantage+ Leads Campaign. Budget: $20–$30/day. Upload 5–10 creative assets (mix of static images, short videos, carousels). Meta will find the best combinations.
What to keep from manual campaigns: Don't shut down Phase 3's manual campaign immediately — run both in parallel for 2 weeks, then pause whichever delivers a higher CPL. You're A/B testing automation vs. manual, not replacing one blindly.
Audience controls: Within Advantage+, you can set an 'Existing Customer' exclusion list (upload your CRM contacts) to stop wasting impressions on people who already bought. Do this from day one of this phase.
Seasonal note: Motorcycle demand is sharply seasonal in most northern U.S. and Canadian markets. Increase budget 20–30% entering spring (March–May) and pre-summer, reduce or pause in November–January. Plan budget around this cycle, not a flat monthly spend.

- In Ads Manager → Create → Leads objective → when prompted for campaign type, select Advantage+ Leads Campaign (not Manual).
- Set campaign budget to $20–$30/day at the campaign level (CBO is automatic in Advantage+).
- Under Audience Controls, set Location to your state or regional area (Advantage+ expands radius automatically — trust it). Set minimum age to 21.
- Upload an Existing Customer List (export from your CRM) under Audience Controls → Existing Customers to exclude recent buyers.
- In the creative section, upload 5–10 assets: mix of bike walkarounds, lifestyle Reels, carousel inventory ads, and one testimonial/review creative if available.
- Connect the same Instant Form from Phase 3 (Higher Intent type) — do not create a new form, use the one with proven completion history.
- Set the optimization event to Leads (matching your custom conversion).
- Leave both this campaign and the Phase 3 manual campaign running simultaneously for 14 days.
- After 14 days, compare CPL (cost per lead) between campaigns. Pause the higher-CPL campaign and consolidate budget into the winner.
- Check creative fatigue weekly — if frequency on any asset exceeds 3.0 impressions per person, swap in a new creative variant.
Once Meta has seen enough real leads come through, it can start finding similar people automatically — that's what this phase does. Measurement & Optimization Discipline
Set up a simple weekly reporting cadence. The only metrics that matter at this budget level:
- CPL (Cost Per Lead): Target varies by market; track your own trend line rather than benchmarks.
- Lead-to-Appointment Rate: Tracked in your CRM, not Meta. If this is below 20%, the ad is not the problem — follow-up speed and sales process are.
- Appointment-to-Sale Rate: If you can report revenue back to Meta via CAPI (offline conversions), do it — it dramatically improves Advantage+ targeting quality over time.
- Frequency: If your warm audience ad sets exceed 4.0 frequency with no conversion improvement, the audience is exhausted — expand radius or refresh creative.
What to ignore: reach, impressions, CTR in isolation, and any Meta-reported 'estimated' conversions. Trust verified lead volume above everything.
Retargeting as a later unlock: Once your website is receiving 1,000+ unique visitors per month, it's worth splitting off a dedicated retargeting campaign targeting 30-day site visitors with a specific offer (trade-in appraisal, test ride booking, financing pre-approval). Below that traffic level, fold retargeting into the automated phase as done above.
